1.0 GENERAL INSTRUCTIONS This is a competitive solicitation for Arlington National Cemetery (ANC) Southern Expansion (SE) Moving Services at ANC, 100% set aside for Small Businesses.
The Government intends to award a single Firm-Fixed-Price contract to the offeror responsible whose proposal conforms to the solicitation requirements and is determined to be the Lowest Price Technically Acceptable (LPTA) in accordance with the evaluation procedures outlined in the Addendum to FAR 52.212-2.
Offerors are required to submit proposals in the format described below.
Failure to adhere to these instructions may result in the proposal being deemed non-compliant and therefore ineligible for award.
SITE VISIT INFO: There will be a Site Visit held on 17 September 2026 09:00 AM-11:00 AM (EST) at ANC Service Complex, South Gate, 123 Ops Complex Building.
Contractors will need to limit the number of vehicles to one per vendor to limit the interference with cemetery daily operations.
Contractors will follow the Contract Office Representative (COR) Ms.
Rosil Saldana (520) 941-6600 (the Government (GOV) Point of Contact (POC) to the different location areas on site to thoroughly understand the requirement in detail.
Contractors who plan to attend this Site Visit will need to complete and return the attached ANC Access Roster Request for SE Expansion Moving Services Contract Recompete Walkthrough no later than 16 September 2026 02:00 PM to amber.k.peeples.civ@army.mil.
QUESTIONS Questions pertaining to this solicitation and site visit must be submitted via email to the points of contact listed above no later than 23 September 2026 at 4:00 PM EST.
