PURSUANT TO FAR OVERHAUL 5.101(a), THIS IS A PRESOLICITATION NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO AMERICAN SOCIETY FOR TESTING AND MATERIALS (ASTM) FOR THEIR ASTM LICENSES The US Department of Housing and Urban Development, Office of Multi-Family Housing (MFH), intends to award a sole source contract (base year and four one-year options) to ASTM to provide subscriptions for ASTM licenses (commercial off the shelf subscription).

MFH staff at headquarters and filed locations require access to ASTM standards to support the administration of its Multifamily mortgage insurance programs.

The Multifamily Accelerated Processing (MAP) Guide establishes the standards and requirements used by approved lenders in the preparation and submission of applications for Federal Housing Administration (FHA) multifamily mortgage insurance.

HUD staff rely on these standards to review and evaluate environmental, radon, asbestos, property condition, and related third-party reports submitted in support of Multifamily mortgage insurance applications.

Because the applicable ASTM standards may be updated or revised over time, MFH staff require continued online access to current versions of the standards during contract performance.

ASTM has developed and copyrighted the software.

In accordance with FAR Overhaul 12.102(a), for acquisitions valued at or below the simplified acquisition threshold (SAT), the Contracting Officer has documented the determination that the circumstances of the contract action deem only one source reasonably available to procure ASTM licenses.

ASTM contains a unique combination of features, tools and resources that cannot be found in any other web accessible resource available on the commercial marketplace.
