CPI is the only source with the proprietary rights, authorized instructors, and exclusive ability to provide the Nonviolent Crisis Intervention (NCI) with Intermediate Physical Skills (IPS) Instructor Certification Program.
CPI could meet the required structured instructor-certification model necessary for integration across all BIE operated schools.
CPI instructor certification program will enable BIE schools to develop internal instructional capacity, reducing future reliance on external instructors while ensuring training is delivered using consistent curriculum and methodology.
Therefore, competition is not feasible, and procurement under sole source authority is justified.
