Army Contracting Command – Rock Island (ACC-RI), on behalf of the Capability Program Executive Enterprise Software & Services (CPE ES2), Fort Belvoir, VA, intends to award a new non-competitive, single-award Firm-Fixed-Price Labor Hours (FFP-LH) contract to Augur Consulting, Inc. (CAGE Code: 659X0, UEID: ZLJNJG6DRZJ5), located at 1400 Crystal Dr.

Suite 800, Arlington, VA 22202.

The proposed contract will be awarded on a sole-source basis under the authority of Revolutionary Federal Acquisition Regulation (FAR) Overhaul 6.103-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements".

This procurement is to provide highly specialized Operations Research and Systems Analysis (ORSA), cost estimating, and financial management support services.

The scope of services covers the full range of ORSA methodologies, including parametric cost modeling (utilizing ACEIT, COCOMO, and SEER-SEM), life-cycle cost estimating, schedule risk analysis, data science, and advanced analytics.

These services are critical to support informed acquisition, programming, and resource prioritization decisions across the CPE ES2 portfolio.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES.

However, all responsible sources who believe they can meet the full scope of this requirement may submit a capability statement, which shall be considered by the agency.

Information received will be evaluated solely for the purpose of market research.

A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
