Revolutionary FAR Overhaul (RFO) Invitation for Bids (IFB) Set-Aside for Small Businesses NAICS Code: 238990 - All Other Specialty Trade Contractors The Massachusetts National Guard intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Construction of ADAL PL3 Fenceline and Security Systems Integration (Project AXQD232700) at Barnes Air National Guard Base, Westfield, MA.

The work includes the installation of approximately 820 LF of new 8H chain-link fencing, repairing/retrofitting approximately 70 LF of existing fencing, installing two (2) ABA-compliant pedestrian gates, four (4) bi-directional turnstiles (and integrating one existing), installing one (1) new single cantilever sliding gate (and integrating two existing), and routing all required underground power/communications conduits to the base infrastructure.

The contract duration will be 180 calendar days after notice to proceed to include inspection and punch list.

This project is set aside 100% for Small Businesses.

The North American Industry Classification System (NAICS) Code is 238990, with a small business size standard of $19,000,000.

The magnitude of construction is between $300,000 and $600,000.The tentative date for issuing the solicitation is on-or-about August 24, 2026.
